Sad but true, I was hired for this job but I can't reveal the organization neither the time or company how hired me. Yep, it's a complete politics reason and it was part of the deal.

I was hired as a User Experience designer for this project, but I worked as a whole team man because, when I took this project I was opening my design studio with a partner, both of us were accountable for everything.In Costa Rica when you get to work with a Government organization, you have to deal with a lot of stakeholders.
The Method
The way we approached the challenge was like the UX in the early stages. We interviewed the stakeholders, talked with some customers, divided the customers into different segments and, understand the vision and mission they want to accomplish with our consulting process.I the middle of our consulting process, we found out that the corporate identity of the organization does not represent their values and vision and we made the recommendation to re-brand the organization. They hired us to do it.
We used the identity prism methodology from Jean-Noël Kapferer to define the identity and created a new brand.

It was a difficult decision because they don't want to stop the construction of their website instead, they wanted to have both projects on going a the same time.We had to code in such a way that it allows us to change colors and other parts of the style guide to match with the new identity.
Choose the brand
One of the most vital decisions in this project was a nightmare. The organization includes so many stakeholders in the process, and the decision-maker doesn't want to choose something by himself
How is the User
Since we were working with a Government organization, they tend to think that everyone is their users. But when you request how is coming to their offices and for what it was a completely different response.
The takeaway

I can say that the political environment that encloses the Government organizations makes challenging the decision-making process because everything has to be as democratic as possible, that was a huge stopper on the process, it was hard to move the team forward and accomplish the schedule.
Manage frustration
This project was a huge challenge, the waiting time, the political environment, the lack of discipline, and the democratic process we had to go through for each decision was stressful.
I learned to work with higher-level executives, how too manage my expectations and do not transfer my frustration to the client.
